The China–ASEAN Low-Altitude Economy (Low-Altitude Tourism) Development Seminar and the Launch Ceremony of the China–ASEAN Low-Altitude Technology Enterprise Alliance were successfully held at the Dagongguan Convention Center in Guilin. The event was hosted by Guilin University of Aerospace Technology, organized by the Guangxi (Guilin) Low-Altitude Tourism Research Institute, and supported by the Asia China Education and Culture (ACEC) Association.
The seminar attracted more than one hundred participants, including senior government officials, leading academics, business leaders, and ASEAN representatives. Attendees included Academician Tong Qingxi (Chinese Academy of Sciences), Liu Guojian (Deputy Director-General, Department of Culture and Tourism of Guangxi Zhuang Autonomous Region), Yang Shasha (Member of the CPC Guilin Municipal Government Leadership Team), Prof. Yu Qiang (Chinese Academy of Sciences), Prof. Erry Yulian Triblas Adesta (Vice Rector, Universitas Bandar Lampung, Indonesia), Assoc. Prof. Dr. Nadlene Binti Razali (Dean, Faculty of Mechanical Technology and Engineering, Universiti Teknikal Malaysia Melaka), Mr. Yang Chengcheng (Executive President, Asia Belt & Road Cultural and Education Cooperation Promotion Association), as well as representatives from government agencies, state-owned enterprises, universities, and ASEAN student delegates.

Liu Guojian stressed that the low-altitude economy and low-altitude tourism not only strengthen regional economic interaction but also enrich tourism experiences and improve quality of life. Guangxi, with its unique natural scenery and diverse culture, enjoys excellent conditions for developing low-altitude tourism, which will also stimulate growth in aircraft manufacturing, operations, and infrastructure construction.

Yang Shasha emphasized the urgent need for high-level, cross-disciplinary talent, and highlighted Guilin University of Aerospace Technology’s role in low-altitude research and talent cultivation. She called for deeper integration of government, industry, academia, research, and application to accelerate practical development of the sector.

Sun Shanlin (Vice Party Secretary, GUAT) noted that the university would continue to expand China–ASEAN collaboration through technical forums, joint research, and internship programs, while also supporting policy research and market development to drive the standardized and large-scale growth of the industry.

Academician Tong Qingxi delivered a keynote titled “Development of the Low-Altitude Economy”, stressing the global potential of this emerging sector. He called for stronger international cooperation in applications such as environmental protection, disaster response, and logistics, underlining the dual economic and social benefits.

Prof. Erry Yulian Triblas Adesta shared Indonesia’s low-altitude tourism practices, noting its role in connecting remote regions. He expressed hope for collaboration with China to introduce advanced technologies and strengthen talent training through joint education initiatives.

Assoc. Prof. Dr. Nadlene Binti Razali highlighted Malaysia’s progress in UAV research and applications, particularly in agriculture monitoring and disaster assessment. She suggested establishing joint R&D centers, shared technology resources, and policy coordination mechanisms to accelerate innovation and application in the low-altitude economy.

Prof. Yu Qiang presented on “Air–Space–Ground Integrated Applications”, identifying it as a future direction for the low-altitude economy. He emphasized integration of satellites, aircraft, and ground facilities to enhance efficiency in smart cities, precision agriculture, and environmental monitoring.

Mr. Wei Jinzan, Senior Engineer at GUAT and recipient of the Guangxi Technical Invention Award, gave a keynote on “New Perspectives on Low-Altitude Economy from a Space Technology Angle”, emphasizing the synergy of satellite technology, AI, and big data in transforming tourism, logistics, and agriculture.
Panel Discussions and Alliance Launch
Eleven guest speakers participated in two panel sessions: Expanding Low-Altitude Tourism Scenarios and China’s Engagement with the ASEAN Low-Altitude Economy Market. Experts from government, academia, and enterprises shared best practices, policy recommendations, and innovative business models.
The seminar concluded with the official launch of the China–ASEAN Low-Altitude Technology Enterprise Alliance, which will serve as a collaborative platform for resource sharing, technological R&D, and industry–academia cooperation. The Alliance marks a significant milestone in China–ASEAN cooperation, aiming to unlock the vast market potential in tourism, logistics, and agriculture across the region.
Moving Forward
Participants agreed that the seminar provided not only a platform for exchange of ideas and experiences, but also fresh momentum for deeper China–ASEAN collaboration in the low-altitude economy. With stronger cooperation in technological innovation, market expansion, and policy alignment, the low-altitude economy is expected to become a new growth engine for regional development.
